Manager of the Hawaii state Aquaculture Development Program (ADP), is a charter member of the CTSA Board of Directors. He is co-author of Aquaculture Development for Hawaii, the first comprehensive state aquaculture plan in the nation. In December 1978, he became manager of ADP, which is charged with implementing the state plan through planning and policy development, providing support services, and funding research, development and demonstration projects. During his tenure, the Hawaii aquaculture industry has grown from less than $2 million a year to more than $34 million a year.
Corbin earned a bachelor's degree in zoology and chemistry from the University of Miami. He went on to earn a master's degree in biological oceanography from the University of Hawaii. He is a member of the National Association of State Aquaculture Coordinators. He is author or co-author of numerous papers and articles on aquaculture research, planning and development in Hawaii and the Pacific. These include Hawaii's 1993 comprehensive long-range aquaculture development strategy Hawaii's Future in Aquaculture: Strategy for the Blue Revolution and a chapter for the 1997 book Sustainable Aquaculture. In 1984, he was awarded the Governor's Distinguished State Service Award.
